A pattern has to emerge first
Individual failures arrive as warranty claims and customer complaints, and any large fleet generates a steady background of both.
Distinguishing a genuine defect from that noise requires enough cases to show a pattern, which takes time when the failure is rare or depends on age and conditions.
Faults that appear only after years of use, or only in extreme heat or cold, are the slowest to surface because the triggering conditions accumulate gradually.
The cause must be isolated before the fix
Knowing that a component fails is not enough to act, since the remedy depends on whether the cause is the design, a manufacturing batch, or an interaction with another part.
Engineers work backwards through returned components and production records to establish which vehicles could be affected and which are demonstrably not.
That analysis defines the scope, and getting it wrong in either direction is costly: too narrow leaves vehicles unrepaired, too wide consumes parts and workshop time needlessly.
Parts supply gates the announcement
A recall that owners cannot act on generates alarm without resolution, so manufacturers try to have replacement parts flowing before they write to customers.
Producing components for a large affected population can mean months of additional manufacturing, particularly where the original supplier caused the fault.
Where the risk is severe, an interim instruction may be issued first, telling owners to stop using a feature or in serious cases to stop driving until the repair is available.
Finding the owner is genuinely difficult
Manufacturers know who bought each vehicle new, but cars are sold on repeatedly and registration records are not always updated or accessible.
Notification is sent to the last known keeper, which is why letters frequently reach previous owners and why completion rates fall as vehicles age.
Rules on how recalls must be publicised, and on who oversees them, vary by jurisdiction and are revised periodically.
Why software has changed the picture
A growing share of recalls address faults in software rather than hardware, and those can sometimes be corrected without a workshop visit.
The engineering and validation still take time, because a remedy delivered to an entire fleet at once must be tested exhaustively before release.
What disappears is the parts and scheduling bottleneck, which historically accounted for much of the gap between announcement and repair.
